Galatia Community Unit School District 1 Board of Education met July 23.

Here are the minutes provided by the board:

The regular meeting of the Galatia Community Unit School District No. 1 Board was held in the boardroom at the Annex. Roll call was taken, and those present were Tim Pribble, Bryan McCabe, Amy Richey, B.J. Pigg, and Leslie Ferrell. Elaine Jackson and Holly Murphy were absent. Five (5) members present and two (2) members absent. Board President, Tim Pribble, called the meeting to order at 7:00 p.m. Also present: Superintendent, Shain Crank, HS Principal, Ashley Launius, and Recording Secretary, Michele Hankins.

President Pribble led the Board and attendees in the Pledge of Allegiance.

VISITORS:

There were no visitors.

ADDITIONS TO THE AGENDA:

Approve FY24/25 Student Handbook

EXECUTIVE SESSION: There was no executive session meeting.

PRINCIPAL REPORT:

FY 24/25 Student Handbook: Mrs. Launius met with the handbook committee that consisted of teachers, parents, and board members an hour before the regular board meeting. Discussion on the proposed handbook changes were as follows: Revisions: the "Visitors" section (recommended by the Illinois Principal Association). Required new additional sections and revisions by the Illinois State Board of Education include: Free and Reduced-Price Food Services; Meal charge notification, discrimination and harassment, and the PUNS (Prioritization of Emergency of Need for Services). Revised Teen Dating and Harassment section, and Sex Offender Notification Laws.

Revisions to the handbook by committee: Tardy section; Absence Policy under Athletic sections; Plagiarism and Cheating; Drug and Alcohol Athletic Policy; Grading Scale section; Homecoming and Prom Candidate Eligibility; Suspension from School Trips/Activities; and Cell Phones in the classroom.

FY 24/25 Student Handbook

1. A motion was made by Pribble and seconded by Richey to approve the FY 24/25 student handbook as presented. Richey-aye, Pigg-aye, Ferrell-aye, Pribble-aye, and McCabe-aye. Five (5) ayes, motion carried.

Master Schedules: The JH and HS Master Schedules are completed.

FY 24/25 School Calendar of Events and Holidays: The school calendar was presented that will be given out at registration.

Registration: Online registration will be open from July 29 through August 2. In-person registration will be August 5 from 12:00 p.m.-7:00 p.m.

SUPERINTENDENT REPORT:

Staffing: The following new hires and resignations:

Elementary Teacher

2. A motion was made by Richey and seconded by McCabe to employ Rachel Davidson as an elementary teacher for the 2024-2025 school year, per salary schedule, and pending a background check. McCabe- aye, Ferrell-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Individual Aide

3. A motion was made by Pigg and seconded by Ferrell to employ Kelly Harmon as an individual/health aide for the 2024-2025 school year, pending a background check. McCabe-aye, Ferrell-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Elementary Cook

4. A motion was made by Pribble and seconded by Ferrell to employ Stacy Johnson as an elementary cook for the 2024-2025 school year pending a background check. Ferrell-aye, Richey-aye, Pribble-aye, Pigg- aye, and McCabe-aye. Five (5) ayes, motion carried.

Permanent Substitute Teacher

5. A motion was made by Pigg and seconded by Richey to employ Madison Hungate as a high school full- time substitute teacher for the 2024-2025 school year, per salary schedule, and pending a background check. Ferrell-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Resignations

6. A motion was made by Pribble and seconded by McCabe to accept Kinzee Wilson's resignation as an elementary full time substitute teacher for the 2024/2025 school year. McCabe-aye, Richey-aye, Pigg-aye, Ferrell-aye, and Pribble-aye. Five (5) ayes, motion carried.

7. A motion was made by McCabe and seconded by Richey to accept Rhonda Beckman's resignation as an elementary teacher for the 2024/2025 school year. Pribble-aye, Pigg-aye, Richey-aye, Ferrell-aye, and McCabe-aye. Five (5) ayes, motion carried.

8. A motion was made by Ferrell and seconded by Pigg to accept David Jordan's resignation as the high school history teacher, effective at the end of the 2023/2024 school year. Ferrell-aye, Pigg-aye, McCabe- aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

9. A motion was made by Richey and seconded by Ferrell to accept Layton Reinwald's resignation as the elementary physical education teacher, effective at the end of the 2023/2024 school year. Pigg-aye, McCabe-aye, Richey-aye, Ferrell-aye, and Pribble-aye. Five (5) ayes, motion carried.

BUILDING & GROUNDS REPORT:

Athletic Building: Midwest Excavating ran the water line to the building for $6,200. The building has all lights and all plumbing fixtures installed.

High School Sidewalk: Womack Concrete was authorized to remove shrubs, the old sidewalk, and other obstructions leading from the high school to Galatia Road. The new sidewalk has been poured. This will also provide a place for memorial bricks. The cost was $20,000, this does not include the cost or placement of bricks.

High School Canopy: The structural poles that hold up the canopy on the concrete slab are rusted in half. The poles have been cribbed up, they will weld new collars onto the existing support and then will rapport that section of concrete. It will be an additional maximum cost of $20,000.

High School Ballfield Lighting: The electricity to the power poles should be completed this week.

Gym Floors: Both elementary and high school gym floors were re-coated this summer.

Electronic Signs: The sign company will come and do a site evaluation and give us a quote for the signs at the elementary and high school.

High School Gym: The new basketball goal and new flag are now connected to electricity. The electrician also replaced two fuse boxes. The electrician will be back later this summer to work on the stage lights.

TRANSPORTATION: All buses are ready for the new school year.

ATHLETICS:

10. A motion was made by Pigg and seconded by McCabe to approve Elwyn Smith as assistant high school boys' basketball coach for the 2024/2025 school year. Ferrell-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

APPROVAL OF CONSENT AGENDA:

11. A motion was made by Richey and seconded by McCabe to approve the regular and budget hearing meeting minutes of June 25, 2024. Pribble-aye, Richey-aye, Ferrell-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.

12. A motion was made by Pigg and seconded by Richey to approve the bills and payroll as presented with the additional H.E. Mitchell invoices of $157,842.63. Pigg-aye, Ferrell-aye, Pribble-aye, McCabe-aye, and Richey-aye. Five (5) ayes, motion carried.

13. A motion was made by Pribble and seconded by Richey to approve the treasurer's report and co-mingled account as presented. McCabe-aye, Pigg-aye, Ferrell-aye, Pribble-aye, and Richey-aye. Five (5) ayes, motion carried.

NEW BUSINESS:

Destroy Executive Session Recordings

14. A motion was made by McCabe and seconded by Pigg to destroy the executive session recordings older than 18 months from July 2022 to December 2022. Ferrell-aye, McCabe-aye, Richey-aye, Pigg-aye, and Pribble-aye. Five (5) ayes, motion carried.

Seal Executive Session Minutes

15. A motion was made by McCabe and seconded by Pigg to seal executive session minutes from July 23- December 23. McCabe-aye, Richey-aye, Pigg-aye, Ferrell-aye, and Pribble-aye. Five (5) ayes, motion carried.

Set FY24/25 Budget Hearing Meeting and Change Regular Board Meeting Date

16. A motion was made by Pribble and seconded by Pigg to set the regular board meeting and the FY 24/25 budget hearing for September 19, 2024. Pribble-aye, Pigg-aye, Richey-aye, Ferrell-aye, and McCabe-aye. Five (5) ayes, motion carried.

Chromebook/Teacher Monitoring Purchase

17. A motion was made by Richey and seconded by Pigg to approve a quote from GoGuardian Chromebook/teacher monitoring for $2,805.00 for one year subscription for the junior high and high school. Ferrell-aye, Pigg-aye, McCabe-aye, Richey-aye, and Pribble-aye. Five (5) ayes, motion carried.

Energy Transition Community Grant Hearing

There were no attendees for comment. The Energy Transition Community Grant #2 will be submitted for paving the elementary school parking lot.

ADJOURNMENT:

18. A motion was made by Ferrell and seconded by Pigg to adjourn at 7:59 p.m. Ferrell-aye, Pribble-aye, Richey-aye, Pigg-aye, and McCabe-aye. Five (5) ayes, motion carried.
