City of Carmi City Council met Sept. 3.

Here are the minutes provided by the council:

The Carmi City Council met Tuesday, September 3, 2024, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.

Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to have a moment of silence for the passing of previous City Clerk, Don Kittinger. The invocation was then given followed by the Pledge of Allegiance.

Mayor Pollard presided with the following Alderpersons present: Steve Winkleman, Mark W. Blake, Mike Knight, Sheila Headlee, Doug Hays, Tracy Nelson and Lacey Bradshaw. Absent: Jeremy Courson.

The minutes from the August 20, 2024 council meeting were presented. Motion was made by Alderperson Hays and seconded by Alderperson Bradshaw to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes.”

For council consideration, discussion, and possible approval

a) Ordinance No. 1628; An ordinance Prohibiting Parking on the east side of Fifth Street between Stewart Street & Sycamore Street – Tabled from August 20, 2024 meeting. Alderman Hays stated he was able to talk with all homeowners that would be affected except one. Everyone was in agreeance there is a problem in the area with traffic. Most of the homeowners have ally access to their property except for two. Alderman Hays said there is a tree which is blocking the extending of the driveway in front of the home to allow more parking. Alderman Hays said the City of Carmi has a policy that we only cut trees that are in the powerlines. In order for the resident to extend their parking, the tree would need to be removed which is something the Tree Trimming Department could do. He said this is a decision he does not want to make solely on his own because of the policy that is in place. He has asked each Aldermen to think about the situation and let him know their thoughts within the next few days. However, regardless of the decision, Alderman Hays made a motion to approve Ordinance No. 1628 which prohibits parking on the east side of Fifth Street. The motion was seconded by Alderperson Winkleman. The motion carried by each Alderperson present answering “yes” on roll call.

b) Possible road closure for Corn Day rides South Church (between Main & Robinson), Robinson (between Jessup & Walnut), Walnut (between Cherry & Robinson) October 9th thru October 13, 2024. Alderperson Winkleman made a motion to approve the road closure as noted above. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson present answering “yes.”

c) Pay Request: Marshall Electric, Inc. for $19,495.00 – Work performed at 225 East Main Street to install generator (payable from TIF 2). Alderperson Headlee made a motion to approve the pay request to Marshall Electric. Alderperson Blake seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

d) Resolution 09.03.2024; A resolution authorizing the transfer of TIF funds between TIF 1 and TIF 2. Alderperson Hays made a motion to approve Resolution 09.03.24 as noted above. Alderperson Headlee seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

e) Ordinance No. 1629: An ordinance directing sale of real estate. Mayor Pollard said these were properties that were obtained over the years and most recently through the grant we received to tear down houses. Alderperson Headlee made a motion to approve Ordinance 1629. The motion was seconded by Alderperson Hays. The motion carried on roll call by each Alderperson present answering “yes.”

f) Ordinance No. 1630: An ordinance repealing Ordinance No. 915. Mayor Pollard stated this was an ordinance that had been on the books for quite some time regarding ESDA and needs to be removed. Alderperson Hays made a motion adopt Ordinance No. 1630. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”

g) Contractor’s Partial Payment Estimate Trikote LLC for $301,927.50 (Payable from Rebuild Grant). Alderperson Headlee made a motion to pass the Contractor’s Partial Payment Estimate for Trikote LLC. Alderperson Blake seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

h) Pay Request: Brown & Roberts, Inc. Job 2024-075 – Rebuild II DCEO Contract B – Water Tank C & O for $21,542.73 (Payable from Rebuild Grant). Alderperson Winkleman made a motion to approve the Pay Request to Brown & Roberts. Alderperson Bradshaw seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”

Reports and/or updates from Mayor Pollard

Mayor Pollard reported the upcoming electronics recycling event for White County Residents only on September 28, 2024 from 9 a.m. until noon at 520 North 3rd Street. NO EARLY DUMPING. A full list of acceptable items will be listed on the Cityofcarmi.org website.

Reports from Standing Committees

Alderperson Winkleman stated there are some street lights out on his street. Mayor Pollard said a work order will be made to have them fixed.

Alderperson Headlee said she had spoken with a resident who was requesting a sun shade being placed over the playground equipment at the top of Burrell Woods campground. The playground equipment gets too hot for the children to play on it. Mayor Pollard will check on purchasing one. Alderperson Headlee also said she had been questioned about the use of water balloons at Burrell Park. Mayor Pollard said it was a misunderstanding.

At 5:58 p.m. Alderperson Headlee made a motion to adjourn. Alderperson Nelson seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”
