According to FEMA, there are approximately 4.6 million first responders across the country who handle around 240 million calls annually.

Volunteer firefighting districts struggle with recruitment due to multiple personal commitments among potential volunteers. In Illinois, initiatives like the Volunteer Emergency Worker Credit aim to attract more volunteers by offering financial incentives.
There is an ongoing effort led by House Republicans and co-sponsors such as Rep. Ugaste to encourage volunteerism through policies that honor first responder contributions.
