Illinois lawmakers are returning to Springfield on January 4 for a "lame-duck session" to address unfinished business of the 103rd General Assembly.
Lame-duck sessions occur after elections and the Fall Veto Session, but before newly elected legislators assume office. State Senator Dale Fowler notes that this period is often viewed as a time when outgoing lawmakers might support controversial measures without concern for political consequences.
The last lame-duck session in January 2023 resulted in the approval of a weapons ban and an expansion of abortion services. In 2021, it led to the passage of the contentious SAFE-T Act. A decade earlier, in 2011, it saw a significant 67% increase in the state's income tax.
