City of Mount Carmel City Council met Sept. 29.

Here are the minutes provided by the council:

Mayor Judge brought the City Council meeting to order.

Present on Roll Call: Mayor Joe Judge, Commissioners – Tom Meeks, Eric Ikemire, Tyson Meador, Susan Zimmerman

Also Present: City Administrative Assistant Ryan Turner

APPROVAL OF MINUTES

Mayor Judge requested a motion to approve the minutes from the September 15, 2025, council meeting.

Commissioner Meeks motioned, and Commissioner Meador seconded, to approve the September 15, 2025, meeting minutes. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

MAYOR’S COMMENTS

Mayor Judge reported that homecoming was very well attended. He thanked all those who assisted with the extra parking that had to be opened up at the football stadium.

Mayor Judge congratulated the Aces on their homecoming win. He also congratulated the 11 inductees into the Mt Carmel High School Hall of Fame. There had been no nominations since 2020.

Mayor Judge reported that he attended the Illinois Municipal League Conference in Chicago. He learned a lot and received a lot of good and informative information.

COMMISSIONER REPORTS:

COMMISSIONER TYSON MEADOR – STREETS, CEMETERIES, AND PARKS

Commissioner Meador reported that crews worked hard over the last two weeks on the new parking lot at Southgate. They have fixed a few soft spots in the pickleball parking lot, cleaned up the old boat ramp, worked on the swimming pool's piles, and trimmed a few trees.

COMMISSIONER ERIC IKEMIRE – FINANCE AND SENIOR CITIZENS

Commissioner Ikemire reported a quiet week in revenue. We had $23,324.33 in receipts and $107,915.18 in expenditures.

COMMISSIONER TOM MEEKS – WATER AND SEWER

Commissioner Meeks reported that repair work is underway at the water/wastewater plant.

Commissioner Meeks reported that the water plant seems to be running smoothly. Our new plant was nominated for the Water Plant of the Year award. There will be people coming to inspect the water plant, take pictures, and make notes on October 3rd. Commissioner Meeks reminded the council that tours of the water plant are open to the public with proper scheduling.

Commissioner Meeks reported that crews have been performing maintenance, making repairs to service lines, and marking and locating water lines.

COMMISSIONER SUSAN ZIMMERMAN – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL, AND CIVIL DEFENSE

Commissioner Zimmerman reported that next week is fire safety week. This year’s theme is Charge Into Fire Safety, focusing on the safe use of battery-powered devices and the growing need to understand those risks in our technology-filled lives. The fire captains will be going around to the schools to give a presentation on safety, and the kids will receive the official fire safety manual.

Commissioner Zimmerman reported that big trash pickup will be the week of October 6th. Please remember to have all trash out early, before 6:00 am on October 6th, as trucks will only pass by each location once. Mattresses and boxsprings must be completely wrapped in plastic. No building materials will be picked up.

CITY ADMINISTRATIVE ASSISTANT – RYAN TURNER

City Administrative Assistant Turner reported that we advertised and had two bids for the exhaust system at the fire department. We have received a grant to help with this. Magna Grip bid $75,923.00, and Hastings Air Energy Controls bid $99,973.00. Discussion will take place with the fire chief on how to proceed.

City Administrative Assistant Turner asked the council to consider a motion to accept the time and date of the TIF VII Public Hearing. That date is set for Monday, November 24, 2025, at 3:30 pm, with the second reading being waived.

CITY ATTORNEY – DEREK MCCULLOUGH

City Attorney McCullough is absent.

AIRPORT MANAGER – LUIS GARCIA

Airport Manager Garcia reported that he has placed safety signs at the gas pumps and has been performing general maintenance at the airport.

POLICE CHIEF – MIKE MCWILLIAMS

Police Chief McWilliams reported that homecoming was nice. They had to make a few last-minute adjustments, and he appreciates all the work that’s been going on in the school district. Police Chief McWilliams reported that Sergeant Jared Price is retiring on October 8th. He has been with the police department, in many different roles, since 2001. He wished him the best in his retirement, and a celebration will be held for him soon.

FIRE CHIEF – FRANCIS SPETH

Fire Chief Speth is absent.

PUBLIC WORKS DIRECTOR – MIKE GIDCUMB

Public Works Director Gidcumb reported that the pool area is looking better as they have been removing rock from there.

WABASH COUNTY E.M.A.

Wabash County E.M.A. is absent.

DAVE DALLAS

Dave reported that the work on College Drive turned out really nice. Work on Park Road is underway, and the construction phase is nearly complete.

BUSINESS MOTIONS

Commissioner Ikemire motioned, and Commissioner Meeks seconded, to accept the time and date of TIF VII Public Hearing. That date is set for Monday, November 24, 2025, at 3:30 pm. Second reading waived. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Zimmerman motioned, and Commissioner Meador seconded, to approve the consent agenda. All present voted by roll call. Commissioners Meeks, Ikemire, Meador, and Zimmerman voted aye.

Commissioner Ikemire motioned, and Commissioner Zimmerman seconded, to adjourn today's meeting. All present voted Aye by voice vote.

The meeting adjourned at 4:19 pm.
