Monroe County Board of County Commissioners met November 20.

Here is the minutes provided by the Board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:00 a.m. Chairman Robert Elmore, Commissioner Delbert Wittenauer and Commissioner Vicki Koerber were present.

The meeting opened with the Pledge of Allegiance.

Others present included County Clerk Dennis Knobloch, Sheila Wetzler, along with Press Corps representatives – Joe Leicht of the Monroe County Independent and Alan Dooley of the Republic Times.

There being a quorum present, the meeting was called to order by Chairman Elmore.

There were no public comments.

The following Accounts Payable having been approved for payment, Commissioner Wittenauer moved that the same be allowed and that vouchers be issued against their respective funds of the County Treasurer for payment. Motion seconded by Commissioner Koerber, and so declared. All voting Aye, none Nay, and none Absent. Motion carried.

Aaron Metzger came to the meeting to discuss Highway Department business. There was miscellaneous discussion of various County Highway projects. Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to approve the second pay request from Depew & Owen Builders Inc. for work on the Gall Road Bridge in the amount of $25,356.42. All voting Aye, none Nay and none Absent. Motion carried.

Kim Keckritz came to the meeting to present the Oak Hill report. She said the census was down in September, but rebounded in October. As a result, September was the worst financial month of the year. Ms. Keckritz said the final inspection of Evergreen Pointe was performed on November 3, and residents moved into the private rooms at the end of Maple Hall that same day. Due to some delay in Medicare certification, others could not be moved into Evergreen Pointe until November 16.

Ms. Keckritz said Dan Borisuk has been forced to take an indefinite disability leave after working at Oak Hill for 15 years, and there is doubt of whether he will be able to return to work.

Ms. Keckritz said that JF Electric provided their final report after their electrical inspection. She said the problems with the generator were with the programming, and that has been fixed. The exit lights have also been fixed, and the flooring contractor has replaced the flooring in the therapy room. Ms. Keckritz said the new van should be arriving soon. Most of the nursing positions are now filled, but there have been problems keeping the dietary position staffed.

Ms. Keckritz introduced Carla Deterding, who just retired after working 25 years in the Dietary Department. She was presented a plaque of appreciation by the County Board. Mrs. Deterding reflected on her work career at the Nursing Home that began at the old home on Illinois Avenue.

The Nursing Home bills were approved upon payment by Commissioner Wittenauer, with a second by Commissioner Koerber. All voting Aye, none Nay and none Absent. Motion carried.

Ms. Keckritz led a discussion of the Oak Hill budget including the room rates, census, salaries, financial information and final budget projections.

Carla Heise came to the meeting to discuss remount bids for one of the existing Ambulances. Two base bids with some alternate pricing were received as follows:

ARV – base bid of $138,975

Foster Coach – base bid of $141,995

Following discussion motion was made by Commissioner Koerber, with a second by Commissioner Wittenauer to accept the base bid of ARV, plus alternate pricing for 4-wheel drive in the amount of $3,000, for a total bid price of $141,975. All voting Aye, none Nay and none Absent. Motion carried.

Ms. Heise said the Ambulance Service is collecting Toys for Tots. She said Nick Hoeffken completed a grant that was awarded for the purchase of some new scoop stretchers. Ms. Heise displayed the certificate she received for completion of the Ambulance Manager Training course.

Kevin Koenigstein and Annmarie Marcuson came to the meeting to discuss the budget. Also in attendance was Marcia Mehrtens. Mr. Koenigstein reviewed the proposed budget.

Jenna Schwartz was recognized for her success as a Cross Country runner from Waterloo High School. Also in attendance was her High School coach and her parents.

Mr. Koenigstein and Ms. Marcuson continued with their discussion of the proposed budget.

Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to reappoint Mark Altadonna and Marge Francois to the Monroe County Assessment Board of Review. All voting Aye, none Nay and none Absent. Motion carried.

Resolution 17-90:

Be It Resolved by the Board of County Commissioners of Monroe County, Illinois that the following individuals be reappointed to the Monroe County Assessment Board of Review for a term to commence on December 1, 2017 and term to expire on November 30, 2018 or until a successor is appointed and has qualified.

Sheila Wetzler asked about preparing leases for the various County offices. She was instructed by the County Board to keep all office leases the same, and bring them to the next regular meeting of the County Board.

Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to apply for a domain name to be used by all County employees for their email addresses – moco.il.gov. All voting Aye, none Nay and none Absent. Motion carried. Annmarie Marcuson was designated as the point of contact for this endeavor.

Motion was made by Commissioner Koerber, with a second by Commissioner Wittenauer to approve an Intergovenmental Agreement between Monroe County and the City of Columbia, Illinois regarding enforcement of drug-related offenses. All voting Aye, none Nay and none Absent. Motion carried.

The minutes of the November 6 regular meeting were approved upon motion by Commissioner Koerber, with a second by Commissioner Wittenauer. All voting Aye, none Nay and none Absent. Motion carried.

Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to approve the annual Appropriation Ordinance for the 708 Mental Health Funding Board in the amount of $435,000. All voting Aye, none Nay and none Absent. Motion carried.

Ordinance 17-6:

Appropriation Ordinance Year Ended November 30, 2018

Be It Ordained, by the Board of County Commissioners of Monroe County, Illinois, that there shall be and there is hereby appropriated the following amounts from all taxes and all other funds received into said County Treasury for the Mental Health Funding Board for the period beginning December 1, 2017, and ending November 30, 2018:

From 2017 Real Estate Taxes Payable in 2018:

For the purchase of services - $435,000.00

Total Appropriations - $435,000.00

This Ordinance shall be in full force and effect from and after its passage, approval and publication, as provided by law.

Approved and adopted by the Board of County Commissioners of Monroe County, Illinois at Waterloo by an “Aye and Nay” vote on this 20th day of November, 2017.

Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to approve the annual Tax Levy ordinance for the “708 Mental Health Board” in the amount of $435,000. All voting Aye, none Nay and none Absent. Motion carried.

Ordinance 17-7:

Statement Of Tax Levies Year Ended November 30, 2018

An ordinance providing for and the making of the tax levy for the twelve months beginning the 1st day of December, 2017, and ending November 30, 2018, for the uses and purposes hereinafter set forth for the County of Monroe, in the State of Illinois.

Whereas, the Board of Commissioners of Monroe County, Illinois, has determined that it is necessary to raise the sum of $435,000 for the purposes set forth below:

Mental Health Funding Board

Now, Therefore, Be It Ordained, that there be and hereby is levied to be collected by general taxation, and the County Clerk is hereby directed to extend upon all the real, personal, and mixed property of the County of Monroe in the State of Illinois, subject to taxation as the same is assessed and equalized for taxation for the State and County purposes for the fiscal year beginning the 1st day of December, 2017, and ending the 30th day of November, 2018, for the purpose of defraying current expenses for said period and payment of unfunded indebtedness for unpaid claims of said County at such amounts not to exceed as specified below:

Mental Health Funding Board $435,000.00

Approved and adopted by the Board of County Commissioners of the County of Monroe in the State of Illinois by an “Aye and Nay” vote after adoption of the appropriation ordinance on the 20th day of December, 2017.

Motion was made by Commissioner Wittenauer, with a second by Commissioner Koerber to go into closed session to discuss employee benefits and union contracts. All voting Aye, none Nay and none Absent. Motion carried.

Resolution 17-91:

Be It Resolved by the Board of County Commissioners of Monroe County, Illinois that the Board is going into closed session for the purpose of Personnel/Bargaining Discussion.
