Village of Freeburg Board of Trustees met January 2. 

Here is the minutes as provided by the board:

Call to Order: Mayor Seth Speiser called the Regular Board Meeting to order at 7:30 p.m., on Tuesday, January 2, 2018, in the Freeburg Municipal Board Room.


Pledge of Allegiance: Those present and the Board Members recited the Pledge of Allegiance.

Roll Call: Trustee James (Mike) Blaies – here; Trustee Elizabeth (Lisa) Meehling - here; Trustee Denise Albers – here; Trustee Ramon (Ray) Matchett, Jr. – here; Trustee Mathew (Matt) Trout – absent; Trustee Bert (Dean) Pruett – absent; Mayor Seth Speiser – here; (5 present, 2 absent) Mayor Speiser announced there is a quorum.

Exhibit A:

Mayor Speiser stated we have the minutes of the Regular Board Meeting Monday, December 4, 2017 for approval.

          Trustee Elizabeth Meehling motioned to accept the minutes from the Regular Board Meeting Monday, December 4, 2017, and Trustee Ramon Matchett, Jr. seconded the motion. All voting aye, the motion carried.

Mayor Speiser stated Monday, December 18, 2017 Board Minutes are unavailable.

Finance: 

Finance Committee Meeting:

The following item or items were talked about or discussed:

Trustee Denise Albers reported on the Finance Committee Meeting held on Wednesday, December 27, 2017 at 6:00 p.m.

1. REVIEW OF BOARD LISTS: Trustee Albers stated we reviewed the Board Lists, there were some questions on Municode, and everything is up to date except the zoning code.

2. REVIEW OF INVESTMENTS: Trustee Albers stated Treasurer Bryan Vogel invested the expiring CD. We have three CD's maturing in October of 2018.

3. INCOME STATEMENT: Trustee Albers said we discussed the streets' engineering fees are high this year. Village Administrator Tony Funderburg advised us we had it in the budgeted to do Main Street in MFT and we ended up doing it through our Streets budget instead. Next year's budget in streets will be considerably higher. We will now use the MFT fund for Wolf and Kessler since they are collector streets. Public Works Director John Tolan advised the committee we are way up on vehicle services and equipment services. John said we have had quite a few breakdowns this year with a couple of dump trucks, leaf machine and backhoe. Trustee Albers said other professional services included expenses from Short Cuts for fertilizing, sealing and striping of the pool parking lot. The good news water sales are up at the water plant, and Public Works Director John Tolan advised us that this is from out of towners coming in for bulk water. New construction have brought in water and sewer tap in fees. The zoning map was printed.

1. Attorney Invoices: Trustee Albers said we reviewed our Attorney Invoices.

2. Newsletter: Trustee Albers said we proofed the Newsletter.

ESDA REPORT: Mayor Speiser said our ESDA Coordinator Gene Kramer is not here tonight. Please read Gene's ESDA Report that was in the board packet and if you have any questions call Gene.

1. Zoning Administrator's Report: Mayor Speiser asked if anyone has any questions for Zoning Administrator Gary Henning. Hearing none we will move on to Resolutions.

Recommendations of Boards and Commissions: None.

Contracts, Releases, Agreements & Annexations: None.

Bids: None.

RESOLUTIONS: Mayor Speiser stated we have Resolutions #18-01, A Resolution Urging the Governor to Veto Senate Bill 1451.

          Trustee Elizabeth Meehling motioned to adopt Resolution #18-01 by title only and Trustee Ramon Matchett, Jr. seconded the motion. ROLL CALL: Trustee Elizabeth Meehling aye; Trustee Ramon Matchett, Jr. – aye; Trustee Denise Albers – aye; Trustee James Blaies – aye; Trustee Mathew Trout – absent; Trustee Bert Pruett – absent; (4 ayes, 0 nays, 2 absent). All voting aye, the motion carried.

Committee Meeting Reports:

Legal/Ordinance Committee Meeting:

Trustee Denise Albers reported on the Legal/Ordinance Committee Meeting on Wednesday, December 27, 2017 at 5:30 p.m. in the absence of Chairperson/Trustee Bert Pruett.

The following item or items were talked about or discussed:

1. Approval of November 29, 2017 Minutes: Trustee Albers said we approved the November 29, 2017 minutes.

2. Zoning Report/Nuisance Properties: Trustee Albers stated at that time we did not have a report from Zoning Administrator Gary Henning. Trustee Pruett asked for Zoning Administrator Gary Henning to follow up with the Stout and Watters's. We are waiting on the attorney with respect to the Moerchen property.

NEW BUSINESS: 

1. Resolution #18-01: Trustee Albers stated we just passed this Resolution #18-01, earlier on the agenda under Resolutions.

Trustee Albers stated Right Way Traffic turned in their building permit. However we are waiting on the cost of the building in order to issue the permit. Village Administrator Tony Funderburg advised us the logging company still plans to build and he has been going back and forth with Cannon.

Personnel/Police Committee Meeting:

The following item or items were talked about or discussed: 

Trustee Elizabeth Meehling reported on the Personnel/Police Committee Meeting held on Wednesday, December 27, 2017 at 6:06 p.m.

Police: 

Old Business: 

1. Police Department Expansion: Trustee Meehling stated Netemeyer Engineering has provided a proposal for the police department expansion not to exceed $7,200.00. That includes the mechanical, electrical and plumbing specifications. Trustee Albers said Mayor Speiser does not believe we need a site plan. Trustee Meehling said the committee decided to move forward with it. At this time she would like to make a motion.

          Trustee Denise Albers motioned to accept Netemeyer Engineering 's Proposal to Prepare the Contract and Bidding Documents for the Police Department Expansion not to exceed $7,200.00 and Trustee Ramon Matchett, Jr. seconded the motion. ROLL CALL: Trustee Denise Albers – aye; Trustee Ramon Matchett, Jr. – aye; Trustee James Blaies – aye; Trustee Elizabeth Meehling - abstain; Mayor Seth Speiser – aye; Trustee Mathew Trout – absent; Trustee Bert Pruett – absent; (4 ayes, 0 nays, 1 abstain, 2 absent). Four voting aye, the motion carried.

Trustee Meehling said she talked to Chief Mike Schutzenhofer who advised her they have gone live starting today, with the new Omnigo software. This will have the business information in there as well as a drawing of the business. All the tablets and docking stations are in, and the police officers have been working with them.

New Business: 

Trustee Meehling stated Village Administrator Tony Funderburg advised the committee all three unions have reached out to start negotiations.

Personnel:

1. Lifeguard Hires: Trustee Meehling said Village Administrator Tony Funderburg emailed the proposed rate spreadsheet to everyone. Tony proposed a certain pay rate for the number of years worked. Trustee Meehling stated she would like to move forward with the rate structure and at this time she would like to make a motion.

Trustee Elizabeth Meehling motioned to approve the proposed lifeguard hourly rate structure and Trustee Ramon Matchett, Jr. seconded the motion, ROLL CALL: Trustee Elizabeth Meehling - aye; Trustee Ramon Matchett, Jr. – aye; Trustee James Blaies – aye; Trustee Denise Albers - aye; Trustee Bert Pruett - absent; Trustee Mathew Trout – absent; (4 ayes, 0 nays, 2 absent). All voting aye, motion carried.

          Trustee Meehling said we have two managers coming back, and they have someone in mind for the third manager. Trustee Meehling said we discussed the posting of internal crew worker application for the Public Works Department.
