City of Harrisburg City Council met March 12.

Here is the minutes provided by the council:

The Harrisburg City Council met at 8:30 a.m. in the Council Room of City Hall, Harrisburg IL.

Mayor John McPeek called the meeting to order. Mayor John McPeek presided over the meeting with Commissioners Raymond Gunning, Roger Angelly, Rupert Johnson and Ron Morse answering call.

Superintendent Michael Owens stated he received a phone call from one of the truck drivers regarding a delivery being made to Harrisburg Medical Center. They have received a special permit because of their width and weight. The only two options for delivery was Sloan Street or Vince Ashley Drive. Due to the length they cannot make the turn at Woolcott Street, so the best option is Sloan Street.

The width of the delivery is 16 feet wide and 14 feet in height. The trucks have been permitted at a weight of 85,000 pounds and the other at 112,000 pounds. This has been discussed with Engineer Michael Roberts. Michael Robert thinks the road is more of a concern than the bridge. He stated it is a seven inch concrete road. Superintendent Michael Owens stated the truck driver said it will be low to the ground. Commissioner Roger Angelly asked if it will drag once it gets to the top of the hill on Sloan Street. He stated he would be surprised if Illinois will let this load come up Route 45, but he hopes they will allow it. The only way to deliver it using Vince Ashley Drive would be to off-load it twice with a crane as a double set. It sounds like Sloan Street would be the best solution.

Commissioner Roger Angelly asked if the trucking company came to see if they have plenty of room for the wires/cables. Commissioner Roger Angelly asked who is liable if something is destroyed or torn up. Commissioner Raymond Gunning is concerned with the road conditions. Attorney Kolby Smithpeters stated the trucking company would be liable if they hit a line, break the bridge or crack the road. It would be worth getting the declaration page from their insurance carrier.

Superintendent Michael Owens stated the trucking company will be in town on March 18 and to unload on March 19, 2020. They are leased drivers to Landstar Trucking Company. They will need all lanes when they get into Harrisburg. Chief of Police Michael Riden stated he would help direct traffic and help get the load to the Hospital.

Superintendent Michael Owens stated the driver told him the State classified them as a super load. Commissioner Ron Morse stated there would be a front and back escort with a poles. They have the equipment to raise the lines if necessary. This is the responsibility of the trucking company.

Commissioner Roger Angelly asked if the bridge could handle this load. Michael Roberts stated to his knowledge, there has not been a load this heavy crossing the bridge. An 85,000 pound load is not the concern. The concern is for the second load of 112,000 pound. The pavement on the State highways are designed for these types of loads. The City street is a local agency street design for local traffic with an occasional legal load semi. All pavement is not equal and this is an unknown. They have the ability to add additional axels. It is recommended to have as many axels as possible due to this size of load. They are borderline maxing out the allowable weight for IDOT roads. It is good the City is doing their diligence, but the liability is on the trucking company as this is an unknown.

Commissioner Raymond Gunning agrees with the process of getting it here with the understanding the liability is not on the City if there is any damage. Attorney Kolby Smithpeters will contact the trucking company to obtain a waiver of liability. Commissioner Ron Morse said we have Vince Ashly Drive to re-route the ambulances and traffic in the event something should happen during this move. Superintendent Michael Owens stated the trucking company had contact Wal-Mart and they will be staying there overnight.

Commissioner Rupert Johnson made the motion to authorize Harrisburg Medical Center to bring in their load with trucking company liable for any damage. Seconded by Commissioner Ron Morse. A roll call vote was taken with all present voting yes. Motion carried.
