Harrisburg Community Unit School District No. 3 Board of Education met Dec. 20.

Here are the minutes provided by the board:

The regular meeting of the Board of Education of Harrisburg Community Unit School District #3, Saline County, Illinois, was held at 5:00 p.m. on Tuesday, December 20, 2022, as announced by posted public notice and by mail. The following members of the Board were present: Mr. Chris Penrod, Mr. Kevin Dowdy, Mr. Ryan Lambert (arrived at 5:03 p.m.), Mr. Jonathan Russell, Mr. Chris Street. Mr. Billy Smith, and Mr. Brandon Henshaw were absent.

The following administrators were present: Scott Dewar, Debbie McGowan, John Crabb, Mallory Wilson, Alesha Allen, Lana Bell, Phil Nyberg, Amanda Stone, Pam Rizkallah, and Andy Fehrenbacher.

The following Unit #3 staff members were present: Keri Holland, Russell Hunt, Lori McClusky, and Scott Isaacs. The following members of the public were present: Andrew Rowland and Jeff Stroder.

With a quorum of the members of the Board being present, President Penrod called the meeting to order and declared the Board to be in session for the transaction of business.

President Penrod led the Board, staff and attendees in the Pledge of Allegiance

Mr. Russell moved and Mr. Dowdy seconded the motion to enter into Executive Session to review Executive Session Minutes, to discuss retirements, resignations, the possible employment, appointment, compensation and discipline of employees of the Board of Education or complaints against employees of the Board, district finance and budget concerns. Upon a call of the President for a vote to be taken, it was determined the results of said motion carried.

Board entered into Closed Session at 5:01 p.m.

Mr. Dowdy moved and Mr. Lambert seconded the motion to reconvene in open session at 5:22 p.m. Upon a call of the President for a voice vote to be taken, it was determined the results of said motion carried.

RECOGNITION AND COMMENTS FROM EMPLOYEES AND PUBLIC

Jeff Stroder discussed the audit results and recommendations with the Board.

Mr. Street moved and Mr. Dowdy seconded the motion to approve the minutes of the November 15, 2022 Regular Board Meeting. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Lambert moved and Mr. Dowdy seconded the motion to approve the Bills Due and Payable. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Dowdy moved and Mr. Russell seconded the motion to approve the Treasurer’s Report. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Lambert moved and Mr. Dowdy seconded the motion to approve the Expenditure and Revenue Reports. On a call of the roll, the motion received a unanimous vote of yea.

The Board of Education reviewed the monthly Activity Fund Summaries from each building.

ADMINISTRATOR/COORDINATOR REPORTS

Interim Superintendent – Scott Dewar

▪ A meet and greet was organized for Dr. Dixon. Things are being organized for her arrival.

▪ Thanked the Board for the opportunity to assist the district.

BELA – Principal Alesha Allen

West Side Primary – Principal Mallory Wilson

East Side Intermediate - Principal Eric McCollum

▪ After school tutoring is currently being provided for 47 students Monday – Thursday.

Harrisburg Middle School - Principal Debbie McGowan

▪ Advisory periods continue with students learning about changing the culture to one of kindness. Harrisburg High School - Principal Scott Dewar (John Crabb)

▪ Semester exams are being held for the first time in a few years.

Special Education - Kim Williams

Technology, Media, Grants, Curriculum – Natalie Fry

Transportation – Andy Fehrenbacher

UNFINISHED BUSINESS - None

Mr. Dowdy moved and Mr. Russell seconded the motion to approve the FY 2022 Audit as presented. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Lambert moved and Mr. Street seconded the motion to approve the RESOLUTION abating the taxes heretofore levied for the year 2022 to pay debt service on General Obligation School Bonds (Alternate Revenue Source), Series 2016B, of Community Unit School District Number 3, Saline County, Illinois. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Dowdy moved and Mr. Lambert seconded the motion to approve the Executive Session minutes of the November 15, 2022 Regular Board Meeting. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Dowdy moved and Mr. Lambert seconded the motion to approve the resignation of Michael Riden from East Side and West Side safety officer as presented. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Russell moved and Mr. Dowdy seconded the motion to approve the resignation of Corie Denbow from 7th Grade Volleyball Coach position. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Dowdy moved and Mr. Russell seconded the motion to approve the retirement of Lisa Sheldon from East Side Cook at the conclusion of the 2024-2025 school year. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Russell moved and Mr. Lambert seconded the motion to transfer Andi Brigham to the West Side Secretary position. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Dowdy moved and Mr. Lambert seconded the motion to hire Bob Smith as East Side/West Side safety officer effective December 21, 2022. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Lambert moved and Mr. Russell seconded the motion to hire Amber Rumsey as Harrisburg Middle School Secretary. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Russell moved and Mr. Lambert seconded the motion to hire Toshia Everett as West Side Paraprofessional. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Dowdy moved and Mr. Street seconded the motion to hire Jaclyn Stamps as an EOC Aide at Norris City Annex. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Russell moved and Mr. Dowdy seconded the motion to approve Melissa Fehrenbacher as High School Head Volleyball Coach. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Dowdy moved and Mr. Lambert seconded the motion to approve Corie Denbow as Middle School 8th Grade Volleyball Coach. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Russell moved and Mr. Dowdy seconded the motion to approve the Maternity Leave of Faviola Mejia, EOC Aide, as presented. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Russell moved and Mr. Dowdy seconded the motion to approve the Accelerated Tenure of Brooklyn Naas. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Lambert moved and Mr. Russell seconded the motion to approve the administrative supervision compensation for John Crabb from November 1, 2022 – December 31, 2022 as presented. On a call of the roll, the motion received a unanimous vote of yea.

Mr. Lambert moved and Mr. Dowdy seconded the motion to post the following positions. On a call of the roll, the motion received a unanimous vote of yea.

HMS 7th Grade Volleyball

East Side Media Paraprofessional

Mr. Dowdy moved and Mr. Lambert seconded the motion to adjourn the meeting. Upon a call of the President for a voice vote to be taken, it was determined the result of said motion carried.

The meeting adjourned at 5:52 p.m.
