Norris City Omaha Enfield Community Unit School District 3 Board of Education met Oct. 18.

The regular meeting of the Board of Education of Norris City-Omaha-Enfield Community Unit School District No. 3 was held on Wednesday, October 18, 2023, at the District Office. The meeting was called to order by President Joe Lane at 7:00 p.m.
Roll Call: Present- Matt McArthy, Heath Rush, Joe Lane, and Mike Hite. Absent- Frank Graves, Rhonda Forston, Kyle Hoskins.
Others in Attendance- Matt Vollman, Superintendent; David Reavis, Principal; Brad Wehlermann, Principal; Carla Carter, Principal; Jessica Jackson, Treasurer; Kathy Sands; Karen Weiss; Tyler Billman; Shelby Carter.
Motion to approve the Minutes for September 2023 Regular Board Meeting and Executive Session by Joe Lane. Second by Mike Hite. Unanimous vote. Motion Carried.
Motion to approve the Bills by Joe Lane. Second by Matt McArthy. Roll Call Vote- Matt McArthy, yes; Heath Rush, yes; Joe Lane, yes; Mike Hite, yes. Motion Carried.
Rhonda Forston entered the meeting at 7:08 pm.
Frank Graves entered the meeting at 7:19 pm.
Mr. Vollman introduced Dr. Karen Weiss and Mr. Tyler Billman to the Board. Dr. Weiss and Mr. Billman gave a presentation on SIC's Williams Career and Training Center that is in Carmi. This center offers White County high school students the opportunity to complete technical/trade courses while in high school. These courses will provide them with 1 or 2 certificates that would help make them employable upon high school graduation in the trades industry.
Mike Hite exited the meeting at 7:47 pm and Matt McArthy was appointed as acting secretary for the remainder of the meeting.

Principal Reports:
NCOE Elementary/PreK/Mrs. Carter-
-First 9 weeks ended October 13 and report cards went home today.
-Parent teacher conferences are October 19 and 24. The PTO will provide the teachers a meal
each evening.
-The Book Fair is wrapping up and surpassed the goal it had set on sales.
-Red Ribbon Week is next week.
-Amy Rice has been presenting in grades 3-5 about truancy and is continuing on with social and emotional learning.
-Teacher evaluations have started this week.
-PreK attendance was 93.4%.
NCOE Elementary/Mr. Reavis:
-Attendance is 95.7%.
-The Jr. High band has wrapped up their marching season.
-Congratulations to the jr high girls' cross-country team for placing 4th at State and to Hadley Douglass for finishing 5th.
-Monday is the first jr high basketball game.
-Land of Smiles presented grades K-3 with a fun dental presentation.
High School/Mr. Wehlermann-
-Attendance is 91.8%.
-Student Council is working with the Daughters of the American Revolution on a canned food drive that will benefit local veterans.
-The dinner theater is this weekend.
-Volleyball regionals are on Monday.
-The Veterans Day program is on November 8 at 10 am and the public is invited.
Superintendent Report:
Matt Vollman-
-ESSER III grant is approved, and new playground equipment will be able to be purchased as part of this grant. The PTO will also be assisting with part of the cost.
-Site survey is finished.

Motion to approve winter walkers in the high school gym by Joe Lane. Second by Rhonda Forston. Unanimous vote. Motion Carried.
