Vienna City Council approves Antique District signs

Vienna City Council met Monday, June 27.

The City Council of the City of Vienna met in regular session, Wednesday, July 6, 2016 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Jon Simmons, Mayor Alan Racey, Alderman Chesley Williams, Alderman Cheryl Myrick, Alderwoman Jim Evans, Alderman Melissa Hill, Alderwoman Richard Owen, Alderman Josh Stratemeyer, City Attorney Aleatha Wright, City Clerk Shane Racey, City Superintendent Brent Williams, Fire Chief Margaret Mathis, City Librarian

ELECTED/APPOINTED OFFICIALS ABSENT: Jim Miller, Police Chief Melinda Zoeckler, Treasurer

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

Alderwoman Myrick made a motion to approve the Omnibus Consent Agenda consisting of the minutes from the June 15, 2016 City Council Meeting, and the Warrant ($25,465.86). Alderwoman Hill seconded the motion. The vote was as follows: Hill-aye, Evans- aye, Myrick-aye, Owen-aye, Racey-aye, and Williams- aye. Motion carried.

PUBLIC COMMENT/ADDITION TO AGENDA NONE.

NEW BUSINESS

Ron Noble and Betty Noble, local residents, were present to speak with council in regards to a sewer backup issue that took place in April which caused flooding in their basement. City Supt. Racey, informed council that after investigation, he, along with several public works employees found the backup that occurred to be a result of roots in the city's line. Racey also stated that the issue has since been taken care of Clerk, Wright, also informed council that the claim submitted in April stated that the city took full responsibility for the backup, Wright said after a lengthy wait the claim was denied and after contacting the city's insurance to dispute the decision, was told the decision was final. The Noble's told council they had to replace several major items damaged, including a hot water heater, washer/dryer, and deep freeze in which they had turned in receipts to the clerk. After review of the denial letter discussion between council and City Supt. took place. Alderman Racey made a motion that the city reimburse the Noble's $2,500.00 for replacement of equipment as well as the cleanup fee from Service Master, in which Noble said he had not received an invoice yet. The motion was seconded by Alderman Evans. The vote was as follows: Hill-aye, Evans-aye, Myrick-aye, Owen-aye, Racey-aye, and Williamsaye. Motion carried. -

Keith Moran, Moran Economics, was present to review an economic development profile to market the city, showing potential areas for growth. Moran suggested placing the profile on the city's website when the project was completed. Moran also updated council briefly on the former golf course as the buyer was still in the process of site plans and applying for TIF Funds.

Scott Wright was present to inform council of a program through Ameren for DS2 rating on the city's water plant electric bill. Wright reviewed the process and estimate for labor he would be performing. Alderman Evans made a motion to Authorize and Approve the Ameren Illinois Business Direct Install Program Recommendation. The motion was seconded by Alderman Racey. The vote was as follows: Hill-aye, Evans- aye, Myrick-aye, Owen-aye, Racey-aye, and Williams- aye. Motion carried.

Alderwoman Hill made a motion to Authorize and Approve Ordinance No. 16-08, An Ordinance Amending Section 115.14 (Hours) of Chapter 115 (Liquor Code) of Title 11 (Business Regulations) of the Vienna Code of Ordinances. The motion was seconded by Alderman Owen. The vote was as follows: Hill-aye, Evans- aye, Myrick- aye, Owen- aye, Racey-aye, and Williams- aye. Motion carried.

OLD BUSINESS

Carol Gerdes, Max Creek antique shop owner, was present to request a decision from council concerning signage for the antique shops on the city square. Several other shop owners were also present to support Gerdes's efforts. Gerdes requested the city assist financially with the fabrication of the signs as well as the first year's fee to IDOT. Gerdes said if the city could cover the first year's fee that would give the small business's a chance to get established and save for the following years. Council were in general consent of the request. Alderman Williams stated he was also in favor of the request but would have to abstain from voting as he is part of the Jo. Co. Revitalization Board. 

Alderman Owen made a motion to Authorize and Approve the City of Vienna to fund the cost of fabrication, delivery, and installation of Antique District Signs, estimated cost $1,924.00, and to cover only the first year's annual fee to IDOT for $690.00, as Gerdes agreed to cover every year thereafter. The motion was seconded by Alderwoman Hill. The vote was as follows: Hill-aye, Evans- aye, Myrick-aye, Owen-aye, Racey-aye, and Williams-abstain. Motion carried. (6-ayes, 1-abstain)

Clerk was directed to send Gerdes an invoice for the annual fee of $690.00 starting the second year.

City Elected and Appointed Officials

Mayor Simmons mentioned the old funeral home property being donated by Mr. Ken Carter to the County for possible location f the new complex. Simmons also announced a Jo. Co. 2000 meeting to take place at city hall in the downstairs meeting room, Tuesday, July 12th at 2:30 p.m.

Simmons said the new city welcome signs were installed and that lettering would be placed on the back of each sign, awaiting sim? from Wesley's Custom Graphics. Simmons said the Fourth of July fireworks display was postponed until Saturday, July 9th due to flooding at the ballpark from weekend storms. Alderman Williams mentioned the city having to hire an alternate DJ due to the date change. Williams requested the city cover the pay for the alternate DJ and Mr. Bradley as Bradley was scheduled several months in advance to DJ the event on the 4th. Council were in consent.

Simmons thanked Supt. Racey for his efforts helping to move fallen trees during the power outage.

Clerk, Wright, informed council per Jim Miller that a panel for the city park cameras was damaged during the weekend storms. Wright said she would contact city insurance to file a claim and said Miller was also obtaining an estimate from Novacom for repairs.

City Attorney, Stratemeyer, mentioned holding off discussion for legal action regarding the county complex until after the Jo. Co. 2000 meeting to take place on July 12th.

City Superintendent, Racey, gave EPA update to council.

Phil Morris, Depot, discussed the 2017 solar eclipse event and requested permission to allow yard sales to be set up at the city park on August 4-6th for the River to River sales. Council gave consent.

Alderwoman Hill mentioned getting an estimate for a handicapped swing at the city park. Clerk said funds made from the upcoming mud race may be an option for purchasing the swing.

As there was no further business to discuss, Alderman Owen made a motion to adjourn the regular meeting. The motion was seconded by Alderman Williams. The vote was as follows: Hill-aye, Evans-aye, Myrick-aye, Owen- aye, Racey- aye, and Williams- aye. Motion carried. Mayor Simmons declared the meeting adjourned at 8:00 p.m.
