Hamilton City Council met Jan. 2.

The Hamilton City Council met in regular session at 7:00 pm with City Attorney Stan Tucker, Mayor Steve Lowman, Aldermen Bob Eddings, Dave Bierbaum, Bill Johnson, Beverly Boone, Steve Schlatter, and Debbie Summers answering roll call.
Mayor Lowman led everyone in the “Pledge of Allegiance”.
Mayor Lowman asked for a motion to approve the minutes of the December 19, 2016 meeting. Johnson made a motion to approve the minutes. Boone seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.
Chief Robb Bell introduced Brendon Glenn as Hancock County Police Officer of the Year. Chief Bell read a summary of Officer Glenn’s accomplishments. Brendon was presented with a pin to be wore on his uniform along with a plaque. States Attorney, Jason Pohren presented him on behalf of the County, a weapon that will have an engraved grip. A plaque will also be hung at the Hancock County Court House.
Mayor Lowman gave an update regarding the Community Center. He noted that asbestos was found in the kitchen and furnace room walls. The cast iron sewer was in bad shape and replaced with plastic at no additional cost. Mayor Lowman asked that Ameren be contacted about moving the electric meter outside. He noted that there is currently two inside but need only one. Steve Schlatter will contact them and arrange to meet them at the Community Center to discuss where to relocate it.
Finance & Appropriations
Eddings made a motion to approve the Selected Check Registers. Summers seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers, and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.
Public Works & Buildings
Street
Bierbaum made a motion to approve the Motor Fuel Tax Resolution for the amount of $189,168.00. Johnson seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.
Mayor Lowman noted that he spoke with Elgin Berry and the Hamilton Warsaw Road project should go to bid in June and completed this year.
Bierbuam reported the committee discussed the following items at the December 21st meeting:
Discussed the Motor Fuel Tax
Request to vacate South 15th from Lynn to Cedar – will give Stan information
Discussed about out of cinders so may be last year to mix with salt
Water/Sewer
Schlatter reported the committee discussed the following items at the December 21st meeting.
Aron talked about the CDAP Project – Installed 140 new radio read meters
Aron updated on the Industrial Park Fish Factory – contacted McClure for answers
Aron reported trying new chemicals that should save money
Schlatter made a motion to approve McClure Engineering’s Invoice #12254 in the amount of $3,939.00 for the 2016 CDAP. Bierbaum seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.
Building & Grounds
Johnson reported the committee met with the VFW Auxiliary regarding Bingo.
Health & Safety
Summers reported there were no building or demolition permits to approve.
City Attorney, Stan Tucker reported that they will start serving the summonses tomorrow. This will give the property owners 30 days to appear. Some of the property owners are not in Hancock County so may take a while to serve them.
There being no further business to discuss Johnson made a motion to adjourn the meeting at 7:15 pm. Bierbaum seconded the motion. All in favor, motion carried.
