Massac County Unit School District #1 Board of Education met Aug. 7.

Here is the minutes provided by the Board:

A Special Meeting of the Board of Education of Massac County Unit School District #1 was called to order in the Superintendent’s Office, located at 401 Metropolis Street, Metropolis, IL 62960, at 6:30 PM by Board President, Mr. Mark Souders.

Roll call:

Present: Jeff Brugger

Don Koch Kathy Rushing Larry Sommer Mark Souders Bobette Steele

Also Present: Jason Hayes, MCHS Principal

Lisa Monkman, Secretary to the Board of Education MCEA Representatives News Media Community Members

Absent: Jennifer Larrison

With a motion by Rushing and a second by Koch the Board voted to go to closed session to consider information relative to employment, appointment, or dismissal of specific employees or officers, collective negotiating matters between employers and their employees or representatives; to discuss litigation – probable, imminent, pending or filed. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes.

At 7:05 PM the Board returned to open session.

Public Comments – None.

Superintendent’s Report: No Budget. The Governor’s AV only hurt our district through the calculation for the evidenced based funding formula. The calculation under the AV would use our entire EAV for the formula even though we are tax capped and the entire EAV doesn't apply for us. The original SB1 took PTELL districts like ours into consideration and did not use the EAV for the formula. Debbe was able to locate enough money out of an account that I didn't know we had at City National Bank to make payroll this week. We are getting to the bottom of the barrel now though. The tax anticipation loan that we thought we might have to use in June or July will allow us to get school started on time and hopefully get through September. If the state doesn't have funding settled by that time, we will have to set a closing date not long after September ends. We are all still hopeful that we will have state aid by that time. However, we will have missed our first scheduled payment for GSA tomorrow, August 10th. The second payment is scheduled for August 20th. It is not likely that we will see that payment either. We have a representative from PMA Financial that we have been talking to about the bonds that we purchased from ourselves. He will provide the board an assessment of our bond options in the next coming months. We will know what to do about those particular bonds at that time.

New Business:

Action from Executive Session: With a motion from Steele and a second from Koch the Board voted to accept the resignation from John Romang, MES/MJS Art, with regrets. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes.

At 7:28 PM with a motion from Sommer and a second from Koch the Board voted to adjourn. Roll call: Brugger, Koch, Rushing, Sommer, Steele and Souders voted yes. Motion carried.

Next Special Meeting Scheduled for August 14, 2017, at 4:00 PM.
