Edwards County Community Unit School District #1 Board of Education met May 18.

Here is the minutes provided by the board:

The meeting was called to order at 7:00 p.m. in the West Salem Grade School Gymnasium by President, Dale Woods. The following members were present: Brian Mewes, Richard Wolfe, Jayare Buerster, Lawrence Speir, Jr., Jo Rector and Andrew Spray. Also present was Superintendent, David Cowger; Principals, Dale Schmittler and Preston Nelson; Assistant Principal/Special Education Coordinator, Carrie Wells and Dean of Students, Joe Rivers.

Motion was made by Andrew Spray and seconded by Brian Mewes to approve the following Consent Agenda items:

 Motion to approve the minutes of the open and closed sessions of the April 20, 2020 Regular School Board Meeting

 Motion to approve the Treasurer’s Report

 Motion to approve the Bill List

 Motion to destroy board meeting closed session audio recording older than 18 months per State code

Speir, Rector, Spray, Wolfe, Buerster, Mewes and Woods voted yes. Motion passes

Spotlight FFA Report

Mrs. Wiseman presented the annual FFA report to the board.

Discussion was held regarding discussed maintenance work with possible action

Ty Miller of Schneider Electric was at the board and presented the latest revised estimates. After much discussion, the topic was tabled and no action was taken.

Motion was made by Brian Mewes and seconded by Andrew Spray to approve the Tentative 2019-2020 Amended Budget

Due to the COVID-19 Pandemic there are many unknowns regarding the final revenue for the District so the numbers are based upon projections. Below is a breakdown of the tentative final budget.

Working Budget:

Revenue: $8,395,062 

Expenditures: $8,411,273 

Difference: ($13,211)

Overall Budget:

Revenue: $9,570,148 

Expenditures: $9,633,361 

Difference: ($63,213)

Spray, Speir, Buerster, Wolfe, Rector, Mewes and Woods voted yes. Motion passes

Motion was made by Jo Rector and seconded by Andrew Spray to set a Budget Hearing for June 15, 2020 at 6:45 p.m.

Mewes, Spray, Rector, Buerster, Speir, Wolfe, and Woods voted yes. Motion passes

Motion was made by Brian Mewes and seconded by Andrew Spray to change the July board meeting date to Thursday, July 16, 2020

Rector, Mewes, Spray, Speir, Buerster, Wolfe and Woods voted yes. Motion passes

Motion was made by Jayare Buerster and seconded by Andrew Spray to approve a Resolution for the Sale of Surplus Equipment.

The 2000 Dodge Voyager will be sold via closed bids to be opened June 10th. Bids received will be brought back to the board for future action.

Rector, Mewes, Spray, Speir, Buerster, Wolfe and Woods voted yes. Motion passes

Motion was made by Andrew Spray and seconded by Brian Mewes to approve the Edwards County 2020-20201 Student Handbook.

There were no recommendations for changes to the 2020-2021 handbook so it was adopted without a first and second reading.

Speir, Wolfe, Spray, Mewes, Buerster and Woods voted yes. Rector voted no. Motion passes

Motion was made by Jo Rector and seconded by Jayare Buerster to approve the Business Class curriculum as presented due to teacher prep time and possible E-Learning.

The following curriculum items were approved:

1) Google Apps for Learning Digital Citizenship 2) MindTrap Century 21 Accounting Journal

Speir, Wolfe, Spray, Mewes, Rector, Buerster and Woods voted yes. Motion passes

Motion was made by Jo Rector and seconded by Andrew Spray to approve an ECHS Football camp pending social gathering restrictions.

Wolfe, Rector, Mewes, Spray, Speir, Buerster and Woods voted yes. Motion passes

The Administrators presented their reports on the following:

• David Cowger – Superintendent Cafeteria Report

Summer Projects Update Graduations/Prom/Dinner Theater

State Budget and School Funding Update

 Preston Nelson – Edwards County K-12 Principal

• Dale Schmittler – West Salem Grade School Principal

• Carrie Wells – Edwards County Special Education Coordinator

• Joe Rivers – EC K-12 Dean of Students

Motion was made by Jayare Buerster and seconded by Jo Rector that a Closed Session be called at 8:22 p.m. to discuss the following:

 Consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine validity

 Collective negotiating matters between the public body and its employees

 Discussion regarding probable or imminent litigation

 Consider Student Discipline

Wolfe, Speir, Rector, Buerster, Spray, Mewes and Woods

Motion was made by Brian Mewes and seconded by Jayare Buerster that the Board come out of Closed Session at 9:07 p.m.

Mewes, Buerter, Spray, Wolfe, Rector, Speir, and Woods voted yes. Motion passes

Motion was made by Brian Mewes and seconded by

Andrew Spray to accept the resignation of Alicia Jones, cafeteria worker at the Edwards County K-12 Building, effective the end of the 2019-2020 school year.

Rector, Buerster, Mewes, Speir, Spray, Wolfe, and Woods voted yes. Motion passes

Motion was made by Andrew Spray and seconded by Jo Rector to adopt the Resolution to Dismiss and to Authorize Notice of Dismissal and Charges to Amanda Hawkins

Mewes, Buerster, Speir, Spray, Rector, Wolfe, and Woods voted yes. Motion passes

Motion was made by Brian Mewes and seconded by Jo Rector to employ Micah Henson, Kyla Bailey, Gabriel Clodfelter, David Snapp and Trey Evans as summer workers, as needed.

Spray, Speir, Buerster, Wolfe, Rector, Mewes and Woods voted yes. Motion passes

Motion was made by Brian Mewes and seconded by Andrew Spray to authorize Mr. Cowger to develop a resolution on behalf of the School Board.

Motion was made by Brian Mewes and seconded by Jayare Buerster that the meeting be adjourned at 9:17 p.m.
