City of Mt. Carmel City Council met April 8. 

Here is the minutes as provided by the council:

Invocation was given by Becky Reeves.

Present on Roll Call: Mayor Bill Hudson Commissioners – Eric Ikemire, Rod Rodriguez

Also, Present: City Administrative Assistant Rudy Witsman, City Attorney Kelli Storckman

MAYOR’S COMMENTS

Mayor Hudson brought the city council meeting to order.

Mayor Hudson acknowledged McKenna Zimmerman and Kylie Applebey with the Wabash Valley College Student Senate Advisory Board, who were seeking council approval to collect donations at the intersection of Thirteenth Street and College Drive to help support student senate events. Ms. Zimmerman stated the student senate is active in organizing various community events as well as various student events. The council gave approval for the fundraising event and Mayor Hudson advised Ms. Zimmerman and Ms. Applebey to contact City Administrative Assistant Rudy Witsman with the event date.

Mayor Hudson acknowledged Amanda Andrews and Allyson Armstrong with the Mount Carmel High School Advisory Board, who were seeking council approval for their “Color Run” Event on Saturday, May 11th beginning at 10:00 am at the high school. Ms. Andrews presented the council as well as Interim Police Chef Ryan Turner with the race route and stated the proceeds for the event benefit various activities at the high school throughout the year. Mayor Hudson and the council gave approval for the event.

Mayor Hudson acknowledged Tammy Watson and Cindy Kruse of the Mount Carmel Library Foundation Board, who were in attendance seeking approval for the Library’s 5K Walk/Run, which is to be held on Saturday, June 8th. Mayor Hudson and the council gave their approval for the event and advised the police department be contacted with the race route.

Mayor Hudson announced the ground breaking was held this morning for newest housing unit for the Warrior Village, which is being constructed by Dean Kieffer of Kieffer Development. Mayor Hudson stated the unit is being built to facilitate the additional incoming athletes at Wabash Valley College.

Mayor Hudson reported the “remodeling” to house an Ace Hardware Store inside the Buehlers Buy Low Grocery Store is ongoing. Mayor Hudson stated a pharmacy will be added at the grocery store as well.

Mayor Hudson stated West Berwick Management is doing an excellent job at the golf course. Mayor Hudson emphasized these improvements will be very positive for the golf course as well as the City of Mount Carmel.

Mayor Hudson reported he took a tour through the Villas of Holly Brook and stated the facility will be a great asset for the city. Mayor Hudson stated the developers are anticipating the development site will be completed by the end of July.

Mayor Hudson announced construction has started for the new stage at the Merchants Park on Market Street. Mayor Hudson stated the “Street Scape” improvements at the intersections along Market Street should be finished by the end of the summer.

Mayor Hudson reported the sidewalk construction along Oak Street between West Ninth Street and West Third Street should begin in the near future.

COMMISSIONER REPORTS:

COMMISSIONER ERIC IKEMIRE – STREETS, CEMETERIES AND PARKS

Commissioner Ikemire reported in the last two weeks the street department cleaned intakes; patched pot holes in roadways; mowed parks and ballparks; repaired the bush hog mower; replaced the water line to the “Lion Water Fountain” at the city park; loaded and hauled dirt from the Holly Brook Development site to fill in an area at Rose Hill Cemetery that doesn’t drain well and built a road to the sanitary manhole at Rose Hill Cemetery for better access with the jet truck for the maintenance department; dragged and lined the field at the West Fourth Street ball park.

Commissioner Ikemire stated the pro shop renovations at the golf course are coming along nicely and the completion is slated for the end of April. Commissioner Ikemire reported ADG, Kieffer Brothers Construction and the subcontractors involved have all been excellent to work with. Commissioner Ikemire stated improvements to the golf course itself will be done as the weather permits. Commissioner Ikemire announced a grand opening ceremony will be held once all the renovations have been completed

COMMISSIONER JOE JUDGE – FINANCE AND SENIOR CITIZENS

Commissioner Judge absent.

COMMISSIONER JUSTIN DULGAR – WATER AND SEWER

Commissioner Dulgar absent.

COMMISSIONER ROD RODRIGUEZ – FIRE, HEALTH & SAFETY, GARBAGE, CITY HALL AND CIVIL DEFENSE

Commissioner Rodriguez reported in the last two weeks the fire department had eleven runs; an appreciation dinner was held for the firefighter’s wives; training was held by Firefighter Lieutenant Wayne Hocking, who is also an Illinois State Police Officer, on the proper safety procedures to follow when assisting at an accident site along a roadway.

CITY ADMINISTRATIVE ASSISTANT – RUDY WITSMAN

City Administrative Assistant Witsman stated he was asked by Commissioner Judge and Commissioner Dulgar to convey the fact they are both out of town for job related activities and were unable to attend the council meeting.

City Administrative Assistant Witsman reported employment applications are still being accepted for pool managers, life guards, and concession/ticket holders for the city pool. City Administrative Assistant stated the applications are available at city hall and the pool cannot be open for the season without lifeguards, as mandated by State of Illinois law.

City Administrative Assistant Witsman stated, beginning tomorrow, April 9th for the next two weeks; hydrant flushing will be conducted throughout the city starting at approximately 8:30 am and ended at 2:00 pm each workday, weather permitting.

City Administrative Assistant Witsman presented to the council bids for the swimming pool paint for the painting of the whole pool surface. City Administrative Assistant Witsman read the bids to the council; the first bid was from Mount Carmel Paint and Floor in the amount of $5220.00, the second bid was from Kieffer Lumber Company in the amount of $4428.00 and the third bid was from Fearheiley Lumber Company in the amount of $3852.00. City Administrative Assistant stated, per council approval, he would contact Fearheiley Lumber as they had the low bid.

City Administrative Assistant Witsman stated this meeting constitutes the first reading of the new fiscal budget. City Administrative Assistant Witsman reported the expenditures for the year total $9,317,050.00 with revenues budgeted at $9,385,431.00 and therefore the new fiscal year has a positive budget. City Administrative Assistant Witsman added this fiscal year ended with a positive budget, as well. Mayor Hudson thanked all the department heads for their efforts in doing a great job with their budgets.

CITY INSPECTOR – MIKE GIDCUMB

City Inspector Gidcumb absent.

STREET DEPARTMENT SUPERINTENDENT – DAVE EASTER

Street Department Superintendent Dave Easter no report.

FIRE CHIEF – FRANCES SPETH

Fire Chief Frances Speth no report.

BUSINESS MOTIONS

Commissioner Ikemire motioned and Commissioner Rodriguez seconded to approve the low bid of $3852.00 from Fearheiley Lumber for pool paint. All present voted Aye by roll call. Commissioners Dulgar and Judge were absent.

Mayor Hudson and the Council approved the Consent Agenda, as presented in the agenda dated April 8th, 2019. The consent agenda included approval of the minutes for the council meeting held on March 25th, 2019 and approval of paying all bills bearing the proper signatures.
