The Board of Education of Eldorado C.U.S.D. #4 met in regular session on Tuesday, November 19, 2019 in the Board Room #219. Board President, David Bartok, called the meeting to order at 7:00 p.m. Board members present and answering roll call were: David Bartok, Austin Bradley, Ron Bradley, Bryce Hampton, Preston Justice, Grant Loudy and Keith Oglesby. Absent: None. Present: Supt. Ryan Hobbs, Rick Cox, Blake Bradley, Cody Cusic and Kim Butler, recording secretary. Others: Miranda Cain (EEA), Eric Brannock and Dallas and Brynn Basinger.

Keith Oglesby made a motion to approve the regular meeting minutes for 10-17-19 (Ref to Doc Reg II-1-13). Austin Bradley seconded the motion. Roll call vote taken and motion carried. Voting yes: Bartok, Austin Bradley, Ron Bradley, Hampton, Justice, Loudy and Oglesby. Voting no: None. Absent: None.
Austin Bradley made a motion to approve the October, 2019 Treasurer’s Report (Ref to Doc Reg II-1- 14). Grant Loudy seconded the motion. Roll call vote taken and motion carried. Voting yes: Bartok, Austin Bradley, Ron Bradley, Hampton, Justice, Loudy and Oglesby. Voting no: None. Absent: None.
Austin Bradley made a motion to approve the payment of Unit #4 bills (Ref to Doc Reg II-1-15). Preston Justice seconded the motion. Roll call vote taken and motion carried. Voting yes: Bartok, Austin Bradley, Ron Bradley, Hampton, Justice, Loudy and Oglesby. Voting no: None. Absent: None.
Keith Oglesby made a motion to approve the second reading and adoption of board policies 4:90, 5:30-AP1, 5:35, 5:35-AP1, 5:35-AP2, 5:35-AP3, 5:35-AP4 and 5:35-E (Ref to Doc Reg II-5-9). Grant Loudy seconded the motion. Roll call vote taken and motion carried. Voting yes: Bartok, Austin Bradley, Ron Bradley, Hampton, Justice, Loudy and Oglesby. Voting no: None. Absent: None.
Austin Bradley made a motion to approve the first reading of board policies 5:40, 5:120-E, 5:130, 5:180, 5:310, 5:310-E, 6:40, 6:110, 2:150-AP, 5:10, 5:30-AP2, 5:50, 5:120-AP2, 5:285-AP, 7:190, 7:240- AP1, 7:270, 7:270-AP1, 7:270-E2 and 8:30 (Ref to Doc Reg II-5-10). Preston Justice seconded the motion. Roll call vote taken and motion carried. Voting yes: Bartok, Austin Bradley, Ron Bradley, Hampton, Justice, Loudy and Oglesby. Voting no: None. Absent: None.
Eric Brannock from Brannock Insurance discussed the possibility of raising the umbrella limit from the current 5 million to 10 million. There was no motion made at this time.
Bryce Hampton made a motion to approve out of state trips for Band, FCCLA and Middle School Scholar Bowl (Ref to Doc Reg II-11-3). Grant Loudy seconded the motion. Roll call vote taken and motion carried. Voting yes: Bartok, Austin Bradley, Ron Bradley, Hampton, Justice, Loudy and Oglesby. Voting no: None. Absent: None.
Mr. Hobbs gave an update on Saline County Vocational Consortium.
Mr. Bradley and Mr. Cusic gave building reports for the Elementary and High School with great reports from both schools.
Grant Loudy made a motion to go into closed session at 7:26 p.m. regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the District. Bryce Hampton seconded the motion. Roll call vote taken and motion carried. Voting yes: Bartok, Austin Bradley, Ron Bradley, Hampton, Justice, Loudy and Oglesby. Voting no: None. Absent: None.

Bryce Hampton made a motion to hire Brynn Basinger as a Speech Pathologist for the 2020-21 school year (Ref to Doc Reg II-3-22). David Bartok seconded the motion. Roll call vote taken and motion carried. Voting yes: Bartok, Austin Bradley, Ron Bradley, Hampton, Justice, Loudy and Oglesby. Voting no: None. Absent: None.
Keith Oglesby made a motion to hire T.J. Talkington as an Eldorado Unit 4 cook (Ref to Doc Reg II-3- 23) Grant Loudy seconded the motion. Roll call vote taken and motion carried. Voting yes: Bartok, Austin Bradley, Ron Bradley, Hampton, Justice, Loudy and Oglesby. Voting no: None. Absent: None.
