City of Carmi City Council met May 7.
Here are the minutes provided by the council:
The Carmi City Council met Tuesday, May 7, 2024, at 5:30 p.m. in the Council Room of the Municipal Building, 225 East Main Street.
Prior to opening the council meeting, Mayor Pollard asked Alderman Winkleman to give the invocation followed by the Pledge of Allegiance.
Mayor Pollard presided with the following Alderpersons present: Steve Winkleman, Mark W. Blake, Tracy Nelson, Lacey Bradshaw, Jeremy Courson, Mike Knight, Sheila Headlee and Doug Hays.
The minutes from the April 16 2024 council meeting were presented. Motion was made by Alderman Courson and seconded by Alderperson Bradshaw to approve the minutes as presented. The motion carried on roll call by each Alderperson present answering “yes” except for Alderman Hays who abstained due to be absent from last meeting.
For council consideration, discussion, and possible approval
a) Brown and Roberts, Inc. Pay Request for Co Rd 1000 East Watermain in the amount of $18,101.22. Alderperson Headlee made a motion to approve the pay request as stated above. The motion was seconded by Alderperson Winkleman. The motion carried on roll call by each Alderperson present answering “yes.”
b) Resolution 05.07.24; A resolution to execute agreement with Brown & Roberts, Inc. for WWTP Sludge Drying Rehabilitation. Alderperson Winkleman made a motion to approve the above resolution. Alderperson Hays seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”
c) Resolution 05.08.24; A resolution to execute agreement with Brown & Roberts, Inc. for Rosebud Road Watermain. Alderperson Headlee made a motion to approve the above resolution. Alderperson Hays seconded the motion. The motion carried on roll call by each Alderperson present answering “yes.”
d) Resolution 05.09.24; A resolution authorizing an agreement with Kinmac Inc. for a redevelopment project utilizing tax increment financing. Mayor Pollard stated this was for Little Giant Grocery/Warehouse and was for a roof. Alderperson Winkleman made a motion to approve the above resolution. The motion was seconded by Alderperson Headlee. The motion carried on roll call by each Alderperson present answering “yes.”

Mayor Pollard thank Congressman Bost for helping take care of an unkempt lawn on Fair Street.
Reports from Standing Committees
Alderman Courson wanted to remind everyone Saturday, May 11th was Opening Day for Carmi Summer Recreation League.
